I'm working on making vsite tests, do those need to be finished before scope is approved?

JW – https://github.com/openforcefield/standards/issues/29 will be a blocking issue on interchange rollout, and therefore biopolymer release. I'm interested in quick thoughts if you have them, otherwise will plan to not hear until you're back.
